Housing and Community Development Corporation (“HCDC”) is an Ohio non-profit corporation whose mission is to revitalize neighborhoods, through public and private partnerships, by rehabilitating neglected properties and providing educational services to the public to better the lives of residents and business owners in our community.
The Problem of Blight in our Communities
Blight properties plague nearly every major city in the state. There are over 11,000 vacant and abandoned housing units in the city of Dayton alone. These abandoned, neglected properties slowly decay over time, which decrease surrounding property values, erode the health of local housing markets, and pose safety hazards. In addition, they attract squatters, animals, house fires, trash dumping, drug use, and other crime.
Knocking down these houses comes at a high cost, and cities often do not have the resources to do this on a large scale. To complicate the matter, empty lots attract trash dumping, and require the city to maintain these lots over time with cleanup and regular grass mowing.
Unfortunately, these blight properties and empty lots prohibit the city from collecting any additional property tax revenue. Due to the cost prohibitive nature of new construction on low-value city lots, and high back taxes on these dilapidated buildings, these properties sit empty and remain a heavy burden to the city.
The Solution
Rehabilitation of blight properties through partnerships with the local municipalities, non-profit organizations, and private real estate investors. Rejuvenating and revitalizing our communities is possible by joining forces to align public and private interests for the cleanup, rehabilitation, and restoration of residential & commercial properties. This has the benefit of increasing property values, increasing the supply of safe and affordable housing, increasing pride in our neighborhoods, decreasing crime, and boosting property tax revenue for the city.
What We Do
We work with local municipalities, local non-profit organizations, and private investors to execute the cleanup and rehabilitation of blight properties, throughout our cities and counties, that would otherwise not be possible.
How We Do It
We do this by eliminating the cost prohibitive nature of these projects in several different ways, including:
- Coordinating the donations of time and resources from businesses, local non-profit organizations, and individuals for the cleanup and rehabilitation of the property
- Meeting and negotiating with local and state government agencies for the reduction of certain types of liens on the properties
- Partnering with local investors to fund specific rehab projects at a fixed rate of interest
HCDC acts as a court-appointed receiver of the property throughout the rehab process, overseeing the renovation work being completed, and providing to the court a full accounting of financials regarding the project.
We see the project through to the end, ensuring the property is not only free of any code violations or nuisances, but that all work was completed properly during the renovation process.
